Availability changes by country, device and over time. If you can’t find it, install the APK from the official website, or use another player that is on Google Play: TiviMate on Android TV, XCIPTV or IMPlayer.

The Smarters player is free to install. You may see searches like “iptv smasters premium” or “iptv smasters pro price”: those usually come from third-party sellers. You don’t need to buy anything for the app. Only the IPTV subscription costs money (IPTV prices in Canada).
